【本報台北訊】立法院經濟等五個委員會昨天聯席併案審查《全民共享特別條例》草案，國民黨團堅持普發現金一萬元，民進黨團堅持普發六千元，時代力量黨團則反對普發現金，歷經逐條討論後，特別條例七條條文皆無法達成共識，全數保留送交朝野協商。民進黨團總召柯建銘表示，特別條例最快二月二十日院會表決，實際普發現金時程預計延宕至四月。

國民黨團總召曾銘宗指出，國民黨三個原則：不舉債發現金、發現金一萬元、愈快愈好。立委賴士葆表示，國民黨堅持發現金一萬元是有所根據，只要主計長朱澤民拿出保留的四百億私房錢，加上經濟部花不完的預算挪出四百億，就能每人普發一萬元。

行政院草案第三條朝野交鋒最激烈，在野黨認為空白授權條款，化經濟與社會韌性等內容「包山包海」，恐會淪為選舉綁樁。
