政院通過22部修法 破壞關鍵基礎設施致死 最重處無期

【本報台北訊】行政院為強化關鍵基礎技術保護究責法制，昨院會通過二十二部修法草案，未來危害重要場域與核心資通設備者，將依行為態樣、侵害程度加重刑責；若因此致人於死者，最重處無期徒刑，可併科一億元以下罰金。草案將送立法院審議。

桃園機場去年北側電車系統電纜遭人持油壓剪破壞，造成二航廈去年發生大停電。台灣連結馬祖的兩條海底電纜上月遭切斷，導致一萬四千名馬祖居民無網路可用。

行政院代理發言人羅秉成說明，此次修法採取一致原則與模式，由八部會盤點，以專條方式明定罰則，共計修正二十二部法律，對相關實體破壞或虛擬侵害等行為加重刑責，盼達到嚇阻效果。

此外昨也通過《文化創意產業發展法》部分條文修正草案，通過重懲黃牛的相關修法，未來販售黃牛票將處以票面金額十倍至五十倍罰鍰，若以外掛程式或掃票機器人大量登錄假帳號等方式購買藝文票券者，最重處三年以下有期徒刑。
