【本報綜合外電報導】共同社二十二日報導，日本政府考慮改革訪日遊客的免稅購物制度，以應對愈來愈多免稅商品，以含稅價格轉賣海外牟利的案例。

目前，在日本停留時間不超過六個月的遊客，可以購買已扣減消費稅的商品，但因出現倒賣免消費稅商品非法獲利的情況，消息人士稱，日本政府現正考慮讓遊客先支付含稅價格，確認符合免稅條件再退款。

據悉，免稅購物改革的討論，可能下半年啟動，最早從明年度起實施，還將探討僅允許顯然不是倒賣（如購買量較少）的遊客，可以繼續利用現有免稅制度。

不過，由於擔憂新做法造成觀光客退稅不便，進而削弱其購物意願，所以日本部分零售業和旅遊業對採用新方式持審慎態度。
