【本報綜合外電報導】由金磚國家共同倡議成立的新開發銀行（New Development Bank, NDB），29日在中國大陸債券市場發行人民幣85億元（約新台幣368億元）熊貓債券，超越去年的70億元，成為史上單筆最大發行規模，資金將為會員國的基礎設施，和可持續發展項目提供融資。據介紹，新開行又稱為金磚國家開發銀行，意在保障成員國間的資金流動與貿易，減少對美元、歐元的依賴，並為成員國或其他開發中國家發展建設「基礎設施」與「可持續發展項目」提供資金支持。目前會員國包含金磚五國（巴西、俄羅斯、印度、中國、南非）與阿聯、烏拉圭、孟加拉、埃及。「熊貓債券」是指國際多邊金融機構，在大陸發行的以人民幣計價的債券。據中新社報導，本次85億元的交易，最終以負溢價為債券成功定價，募集資金則可以人民幣，或兌換成其他貨幣匯出投資於境外。
