【本報綜合外電報導】美國商務部22日發布《晶片法》（Chips and Science Act）最終施行細則，確保美國政府提供的半導體製造補貼，不會讓中國大陸和其他被視為對美國構成國安疑慮的國家產業受惠。路透報導，拜登當局提出具里程碑意義的《晶片法》，為美國半導體生產、研究和人才培訓提供了527億美元的補助，已有460多家公司表達申請意願。美商務部2023年3月首度透過這份補助細則增列門檻，明訂獲補助業者10年內都不得對大陸及俄羅斯等有國安疑慮的國家進行半導體製造擴產，也不得與有國安疑慮的外國實體進行聯合研究或技術授權。依照該晶片法限制，專家表示，台積電未來在大陸應難以建置新廠或升級製程，韓國三星（Samsung）和SK海力士（Hynix）同樣將面臨選邊站壓力，這項限令促使國際半導體廠在大陸投資縮手，甚至撤出大陸，未來大陸半導體產業發展只能仰賴本土業者和政府補貼。美國商務部「晶片計畫辦公室」（Chips Program Office）正準備提供390億美元補助，以及750億美元貸款和貸款擔保，獲得資金的企業在大陸的先進晶片產能擴充幅度會面臨5%限制，28奈米或更成熟製程則不得超過10%。台經院產經資料庫研究員暨總監劉佩真表示，台積電有66%的客戶高度集中在美國，且兩岸政經情勢緊俏，台積電未來在大陸應難以建置新廠或升級製程，台積電2021年決定斥資28.87億美元（約新台幣793.92億元），擴增南京廠28奈米產能，預期這可能是台積電在陸最後大筆投資。
