選罷法修正之後… 金門縣長陳福海 無法競選連任

【本報台北訊】立法院會上周三讀通過修正公職人員選舉罷免法，已被提名的國民黨立委林文瑞首當其衝，參選止步。而去年剛當選金門縣長的陳福海，也因過去擔任議員時曾在議長選舉中收賄遭判刑10個月，觸犯該法所規範的「犯刑法第143條有罪判決確定」，因此確定無法競選連任2026金門縣長。

根據陳福海當年收賄判決書指出，陳於1994年當選議員時，在議長選舉中賣票收受賄款，陳不服上訴，最高法院第3次發回更審判決有投票權之人陳福海收受賄賂，處有期徒刑10個月、褫奪公權1年。陳觸犯刑法第143條、刑法第144條、公職人員選罷法第98條第3項。

另外，林文瑞曾因賄選獲判緩刑也確定無法參選。
