建商缺工未解 恐增爛尾樓風險

【本報台北訊】建商缺工問題實在太嚴重，儘管勞動部已宣布，將從8月起執行移工放寬措施，營造業初期可獲開放8000名移工，之後再視情況開放到1萬5000人。但這些合法移工是撥給興建社會住宅或工業廠房的營造大廠，不是撥給一般建案使用，有銀行業者擔心，隨著建商缺工問題遲未解決，造成工期不確定，將承受更多建造成本變數，「爛尾樓」風險也會增加。

職掌土建融資業務的國銀主管直言，建商疾呼要政府開放更多的移工進來，是因為勞動部第一階段鬆綁引進的移工，會用在社會住宅和工業廠房，建商若是投入都更、危老或一般建案，一樣分不到配額。採取「預售屋」模式銷售的建商，由於有限期完工的壓力，跑去找人力仲介公司引薦「非法移工」已愈來愈常見。

國銀主管分析，現在缺工問題遲未解決，造成無法如期完工的變數，金融圈對此有疑慮，工期的不確定性會否加深建商「爛尾樓」風險。
