【本報綜合外電報導】英國第2大城、擁有約110萬人口的伯明罕，5日承認無法平衡收支宣布破產，並指責保守黨政府提供的資金已差短多年。市議會領導人指出，通膨猖獗加上稅收減少，引發「一場完美風暴」。

法新社報導，位於英格蘭中部的伯明罕（Birmingham）市議會表示，已根據《1988年地方政府財政法》（Local Government Finance Act 1988）發布第114條通知，禁止除基本服務外的所有支出。

市議會領導人表示，保守黨政府2010年執政至今，共計削減10億英鎊（約新台幣400億元）開支，造成「長期存在的問題」雪上加霜。

南倫敦克洛伊頓議會（Croydon Council）去年11月因預算中存在1.3億英鎊的黑洞，而發布第114條通知。位於倫敦以東艾塞克斯郡（Essex）的瑟羅克議會（Thurrock Council），去年12月也宣布陷入財務困境。
